Default Do slow effects stack?

Let's say I use Tryptophan Signet and Seaguard Hala casts Shared Burden. Will these effects stack, or will the highest number (in this case, Shared Burden) be used?

I believe there is a limit, above which skills no longer stack. However, single skills may still exceed this cap. It's basically like most other mechanics in the game.

Sorry, but I probably should have clarified the focus of my question. Will decreased attack speeds stack?
